Infant and toddler child care coming to Balboa Elementary in northwest Spokane. Lilac City Early Learning Center partners with Spokane Public Schools to open a new satellite campus.

Lilac City Early Learning Center is preparing to open a new satellite location on the Balboa Elementary School campus in partnership with Spokane Public Schools and the City of Spokane. The Balboa Early Learning Campus will provide high-quality infant and toddler care while expanding access to early learning for school employees and families throughout the community.

Opening Update

We are well into the childcare licensing process and are currently awaiting furniture installation. Once installation is complete, we will be able to schedule our final licensing inspections. After receiving final approval, we can confirm an opening date and begin welcoming children. Because several pieces of the final timeline depend on licensing and installation, we are not yet announcing a firm opening date. Updates will be posted on this page as milestones are completed.

Enrollment and Waitlist Process

Families interested in care at Balboa should begin by completing LCELC’s general interest form and selecting Balboa as their preferred location. After submitting the form:

  1. You will receive an automated email confirming that we received your information and outlining the next steps.

  2. Your family will be added to the Balboa waitlist.

  3. Once we are able to begin scheduling tours, you will receive an email inviting you to schedule an individual tour.

  4. Following the tour, families selected for an available opening will be guided through the remaining enrollment process.

Joining the waitlist does not guarantee enrollment. Placement will depend on classroom availability, the child’s age, the family’s requested start date and schedule, completion of required enrollment steps, and the enrollment priorities established through the Balboa partnership.

Enrollment Priority

As a partnership-based early learning site, Balboa enrollment will be prioritized according to LCELC’s agreement with Spokane Public Schools and the City of Spokane. No more than 50% of slots will be prioritized for SPS Staff. Priority consideration includes:

  1. Balboa Elementary teachers and staff

  2. Other Spokane Public Schools teachers and staff

  3. Lilac City Early Learning Center employees

  4. Families with a child currently attending Balboa Elementary

  5. Families living within the Balboa Elementary attendance boundary

  6. Families living within Spokane Public Schools boundaries

  7. Families throughout Spokane County

  8. Other families seeking care

Priority consideration does not guarantee placement. Enrollment will also depend on the availability of an appropriate classroom opening and the family’s care needs.

Families on the Balboa waitlist will also receive important updates by email — please make sure the email address entered on the interest form is accurate, and check your spam or junk folder if you don’t receive the initial confirmation.
